Today, the figure of children in Indonesia appeared in the growing life was exciting. It appeared from the increasingly growing number of street children.

The condition of children who only observed slumped more than just physical appearance. Yet behind the physical appearance that there is a worrying condition, sometimes even more powerful. This condition is caused by the growing complexity of the crisis in Indonesia: economic crisis, legal, moral, and various other crises.

Convention on the rights of children who coined by the United Nations (Convention on the Rights of the Child), as has been ratified by Presidential Decree number 36 in 1990, declared, that as they are not physically and mentally mature children, they need attention and protectio.

 Associated with street children, they generally come from families who work hard and the weak economy. Street children grow and develop with the street life and the background familiar with poverty, persecution, and loss of affection, so that the burden the soul and make him behave negatively.

They were there who lived in the local town, in another town nearby, or in other provinces. There are street children whose mothers lived in different cities with his father's residence because of job, marriage, or divorce. There are street children who still live with the family, there are separate living but still often return to the family, there had never lived with his family or even a child who does not know his family.

According to M. Ishaq (2000), there are three Ketegori activities of street children, namely: (1) seek satisfaction; (2) to earn a living; and (3) immoral actions.

Street children's activities closely related to where they hung the daily, which is in the plaza, cinemas, highways, crossroads, railway stations, terminals, markets, shops, and malls.

The situation of street children invite rampant. Densely populated city and many families in trouble making child malnutrition, lack of attention, lack of education, compassion and warmth of the soul, and lose the right to play, fun, social, and live independently, or even result in children's mental persecuted, physical, and sexual abuse by family, friends, others more mature.

Among street children, most often there is a move between cities. They grow and develop with the street life and the background familiar with poverty, persecution, and loss of affection, so that the burden the soul and make him behave negatively.

An empowered society are those who gain understanding and be able to supervise social forces, economic, political and so the status and dignity increases.

Furthermore, Kindervatter (1979: 13) defines empowerment or Empowering as a "people Gaining an understanding of and control over social, economic, and / or political forces in order to improve their standing in society".

Street children are children who Uncategorized helpless. They are victims of various deviations from rogue elements irresponsible. For that, they need to be empowered by democratization, the generation of populist economics, justice and the rule of law, political participation, and special education schools.

Street children, in essence, is "the children", together with the other kids who are not street children. They need education. Fulfillment of education must be the aspect of physical and mental development of their. Because children are not small adults. Child has his own world and different from adults. We do not give him enough to eat and drink, or just protect her in a house, because children need love. Compassion is a fundamentalist education. Without love, the ideal of education can not be executed. Education without love becomes dry unattractive.

In educating children, mothers and fathers have to disagree. They must act as the friend of the child, bond with teacher, patiently as a bulwark of protection for children, a role model, diligent told, choosing toys, exercise discipline, teaching work, and his son stretched vices (for example: say dirty, fight, like fighting, violations intentionally, tantrums, stubborn, always refused, fearful, spoiled, naughty).

Family ideal and conducive to the growth of developing children, was also coveted by street children. The ideal family for the child's growth can be described as follows:

Education, in principle, should keep kids in school and encourage them to continue to higher levels. In addition, also facilitates the child who no longer attended the school special education programs equal to the school. Especially for street children, according to Ishaq (2000), special education schools that match is to make the learning process conducted in a container "halfway house" and PKBM (Center for Community Learning Activities), namely: street children served in the halfway house, while vulnerable children into the street and adults served in the container PKBM.

Ishaq, 2000: 371).

Learning materials include: religion and nationality; calistung (reading-writing-arithmetic); live in a society; and creativity and entrepreneurship.

Learning achievement and success of the program is evaluated with a self-evaluation stage of the following: (1) setting learning objectives, (2) formulation of success criteria for learning; (3) monitoring and learning activities; and (4) determination of school performance and success of the program.

Evaluation results were disclosed at the end of each activity through oral or written reports. The results of the evaluation of incidental learning activities reported verbally or taped to the bulletin board located at the halfway house or PKBM, while the results of ongoing evaluation of learning activities reported through a book report cards. The success of the program expressed periodically: daily, weekly, monthly, and yearly.

Thus, efforts to empower street children should continue to be encouraged through a variety of implementation of education programs outside of school (eg: Pursue Package A, Package B Chase, Chase Enterprises, tutoring and test the equation, character and religious education, sports training and playing, sinauwisata , art and creativity training, campaigns, forums sharing, and training of cadets independent).

Operation of these programs should apply the participation / collaboration functionalities, which involve multiple parties in cross-sectoral, cross-disciplinary, and cross-region of maximum cooperation, both academics and practitioners.

Street children are still more likely to change his destiny by learning therefore needs to explore the source or support programs. In order for the street children to the program, the source of learning should be empathetic and able to convince them that the education program really supports their personal development. For that, the mastery of learning characteristics and needs of street children will be very helpful to learn to be a source of empathy for them.
