Been Present Palapa Ring

Manufacture of information and communication technology (ICT) in the country a new history with the start of construction of the lighthouse Palapa Ring Project.

On 30 November 2009, or one month before the closing year milestone in 2009 which was engraved with the inauguration marked the beginning of development by President Susilo Bambang Yudhoyono.

Via video conference, the President who was at the State Palace, Jakarta, spoke with Tifatul Sembiring minister in Mataram, West Nusa Tenggara, as a sign of the beginning the deployment of fiber optics along the 1041 km which connects Mataram, Kupang.

Palapa Ring is a government program to build an international fiber-optic network consists of 7 rings (ring) surrounding the provincial capital 33 districts 440 and 460 districts throughout Indonesia.

Each ring will be continued access to broadband frequency from one point to another in each district, which supports fiber-optic high speed broadband with a capacity of 300 Gbps and 1,000 Gbps in the area.

Networks become the foundation of all providers and users of telecommunications services that require data transfer in high speed or broadband.

Infrastructure that will integrate with existing network provider's telecommunications network in Eastern Indonesia (KTI).

Palapa Ring Project requires a total cost of about 1.5 billion U.S. dollars was made up of 35,280 kilometers "submarine cable" and the 21,708 mile "Inland cable".

Particularly in eastern Indonesia, the construction of Palapa Ring along 10,812 km of connecting Sulawesi, Nusa Tenggara, Maluku and Papua, it is the dream of society because in the near future can enjoy a variety of telecommunications services that are not limited to voice conversations, but also will be available access high-speed Internet data.

Tifatul Sembiring minister said Indonesia managed to establish if the Palapa Ring with infinite capacity, then this country could have access to the bargaining power of Tier-1 countries (the United States, and Europe) through three continents and two oceans for two has a number of potential Internet users .

"The tip of the ring from this project as in Papua could reach the Pacific Ocean," said Tifatul.

Not only that, the infrastructure is already up Internet tariffs are expected to be lower than this time, the original data communications access to Indonesia Internet Exchange (IIX), or landing point of the Network Access Provider (NAP) is not necessary anymore through Jakarta.

Palapa Ring Project Naming is one of the real appreciation of the concrete manifestation of the government in the history of the momentum of political commitment by the Supreme Linguistic Theories Patih Majapahit, Gajah Mada, in uniting the archipelago.

Even as the importance of this Palapa Ring, Dekominfo make entry in the program 100 days Tifatul Sembiring minister as one of the parameters that must be achieved in the provision of ICT infrastructure for the community.

Palapa Ring initiated since the minister held Sofian Djalil, which followed signing of a Memorandum of Understanding Palapa Ring Consortium on May 25, 2007.

When Depkominfo held Muhammad Nuh, and then performed the Consortium Agreement signed on 10 November 2007 with encouraging PT Telkom as korsorsium leader.

Palapa Ring Project is the first example of a project fiber optic network infrastructure that is implemented through the mechanism of "public-private partnership" (partnership of government and private) in Indonesia.

Palapa Ring Consortium members was initially composed of 7 companies that generally is telecommunication.

However, recently only three operators are Telkom, Indosat and Bakrie Telecom to survive and express a commitment to take part to build infrastructure.

In fact, Telkom, which first initiative to build optic cable along the 1041 km or the southern part of eastern Indonesia, while the northern part of the consortium is expected dibagun together.

With an investment of around U.S. $ 52 nevertheless, the development of optical fiber by landline and submarine cable is ditergetkan completed November 2010.

The optical construction along the 1041 km was covered, Mataram? Kawinda nae along 292.3 km, Kawinda nae? Raba (142.5 km), Raba? Waingapu (307.5 km), Waingapu? Ende (210.1 km), and Ende? Kupang (285.4 km).

Palapa Ring Consortium will later be built at the beginning of optical fiber 2011 from Manado, Ternate, Sorong, Ambon, Kendari to Makassar.

Built networks of Manado-Bitung (58 km), Bitung, Ternate (303.3 km), Ternate, Sorong (658.5 km), Sorong-Ambon (722.8 km), Ambon, Kendari (778.5 km ), Kendari-Kolaka (192 km), Kolaka-Watampone (156.3 km), Watampone-Bulukumba (157 km) and Bulukumba-Makassar (194 km).

Telkom president director Rinaldi Firmansyah said, with a backbone will strengthen and facilitate Telkom in developing and integrating the kinds of services, particularly in eastern Indonesia.

With the integration of western, central and eastern Indonesia to realize automatic information technology infrastructure and communications with the name "Telkom Super Highway", which supports the implementation of Telkom's transformation was due to service-based voice Telecommunication, Information, Media and Edutainment (TIME).

Infrastructure through the services provided will be able to bring data and information at high speed to support next generation broadband networks Nationwide (NG-NBN).

"The capacity of fiber optics for point-Kupang, Mataram could only accommodate 32 million subscribers Speedy or 120 million subscribers IPTV (Internet-based television broadcasting)," said Rinaldi.

The seriousness of Telkom's infrastructure building the Palapa Ring received praise from various circles.

"The government is proud that Telkom as a state-owned companies took the initiative to build this project," he said.

Private-Government Partnerships

President Susilo Bambang Yudhoyono said the government has set a national policy for the development of information communication technology (ICT) in the three sectors, namely e-government, e-education, and e-business.

For that, said the Head of State, needed togetherness between government and business community to develop ICT in the government sector, education, and business.

Hopefully, technology will be extended and reach the entire joint community, because the contribution of technology, the face of democracy in Indonesia more open through the "open society" which opens kratif and innovative opportunities.

Private partnerships and governments at the Palapa Ring is an absolute thing, but state budget constraints, also need to involve all parties in providing better services to the public.

Meanwhile, the Head of Indonesian Telematics Technology Society (Mastel) Taufik Hasan explained, for Telkom perusahahaan class fiber-optic build in eastern Indonesia is very urgent because it has been in the area still rely on digital microwave with a small capacity.

"Telkom already has a fiber optic line from Sumatra to Bali, and some of Borneo. The concept Palapa Ring will encourage the backbone with a very large capacity," said Taufik.

Indeed, Telkom as a company which owned a majority share of government is a natural thing to take the initiative to start the construction of Palapa Ring, who previously had tug.

Therefore, as a form of government support in building the Palapa Ring infrastructure required in the form of incentives to reward companies that build.

Spokesman Palapa Ring Consortium Junaedi Grace explains, the other consortium members remain committed to continue the project, especially after Telkom start with Mataram, Kupang route.

"The other consortium members will be hired for the route built Telkom. If the northern sector is not built, large investments will be wasted," said Rachmat.

He emphasized that the consortium members will not shrink even circulated rumors that PT Indosat will reduce contributions or paused from the membership as XL.

This step was taken because the child was allegedly Indosat Qatar Telecom business is on next year are expected to spend big money to pay the bonds for 234.7 million U.S. dollars due.

In addition the company will focus commercialize Sea Cable Communication System (SKKL) Jakabare linking Indonesia and Singapore. Indosat itself in next year's estimated that only has a capital expenditure of 650 million U.S. dollars next year.

Indeed, any form of infrastructure development can be financed from the state budget. If the backbone is less interested in the private sector initiatives can be taken over the government, as is done in some countries such as Australia and Singpura for broadband to take advantage of economic progress.
